Do you need a code 3 response for CO no symptoms probably not, but I would think you would need more than one person right. Isn't a suspected CO leak considered IDLH, meaning you need 2-in 2-out with SCBAs? At least our fire department treats it as such.
In the Maryland agency I was dispatching for, a CO NOSYMPTOMS call type got 1 engine. a CO SYMPTOMS call got 1 engine and 1 ambulance

2. A Yonkers FD supervisor

Orange County only uses mutual aid teams, from at least 2 districts away. I believe the justification is that a fast team from the same department or the neighboring department would be "too emotionally attached" to the firefighters and take unneccessary risks.

I was just wondering, who is considered the primary EMS agency for Yonkers?
Empress EMS is the transport agency
Yonkers FD is the first response agency and also has some special ops and supervisory responsibility
Yonkers PD ESU is also first response to significant incidents and has a Mass Care Transport Unit.
So would be considered primary?

So what should happen in a boro that gets about 200 calls a year. If you put paid EMS in there, or paid fire, the taxpayers will soon be screaming about them "doing nothing" or "sitting around"

So what would be a better system?
Let agencies hire whoever they wanted based off of resumes and interviews. That sounds good, until you consider that without some kind of objective system, the agencies criteria for hiring will be:
1. Last Name
2. Financial Contributions to elected officals
3. Number of times your father has golfed with the (mayor, chief, councilman etc)
Look at New Jersey's "chief's towns" (police departments that don't use civil service), they are filled with cases where experienced police officers, veterans, etc were passed over for the 18 year old son of the mayor or councilman

I too think that NY's civil service system needs to be modernized and more automated. (i.e. waiting 3 to 6 months to have test results snail-mailed to you is ridiculous.
However, I do believe some form of civil service system is required because there are still a lot of small villages and towns that would become entirely political and nepotistic without a civil service system

That's why you should give Narcan slowly, and only enough to get them breathing on their own regularly.

I belive this is part of DCJS's IMPACT program, which pairs sheriff's deputies/county police and state police with local police to increase manpower. I know it is done in Newburgh, Rochester and I'm sure others.
Personally, I find this to be a much better version of IMPACT then the NYPD version of taking rookies putting them on footposts and making them write tickets all day

Well for starters, the PD is licensed for 50w (70w ERP) vs EMS at 25w (25w ERP). Also, the PD's antenna is mounted 20 feet higher on the tower than the EMS antenna.

The PD antenna could be a higher gain model than the EMS antenna. The PD's repeater could also be a different brand/model than the EMS repeater, and/or maintained better. The antennas could be mounted on different sides of the tower, which would give them different characteristics even while standing in the same spot in the middle of the town, depending on any nulls that are introduced.

I was just wondering, does anyone know the reason why civil service testing in New York State is such a long process.
For example, the fact Orange County has stated it would take 3 to 6 months to get the written test results of the dispatcher exam.
In other states, the written exam results are graded and returned the same day of the test. And in 6 months you could go through the hiring process and start the academy for police officers or be working as a dispatcher.
I realize that the counties in NY have to submit the tests to the state but still, they are Scantrons, it should not take 6 months. Plus the fact that the counties in NYS still snail-mail the results.
It just seems so inefficient in this age of technology

Nursing homes calling 911 on the midnight shift for "abnormal labs" (taken 12 hours earlier) and "the doctor just wants to see her in the hospital" calls.
Why?
Because the fire department doesn't bill the nursing homes. Transcare or Lifestar would cost them $600.00 for each send out

Two that stand out to me when I was dispatching:
1. Caller complained about dogs being walked on a trail (totally legal in the area I was dispatching for). When that was explained to the caller, and the fact the needed to call the council if they wanted a law changed, they went off demanding to talk to the chief, the commissioner, threatening to sue the PD, etc...
2. Subject requesting EMS for transport to the hospital... No medical complaint, requesting to go to a hospital over 30 miles away from where the call was placed, and wanted EMS to pick them up in a resturant parking lot 1/2 mile away from where they called
3. "Happy Helper" calls, I've had two conversations like this, in the middle of snow and ice storms:
Caller: There's a car rolled over on A street and B street
Me: Does that car have fire line tape wrapped around it
Caller: Umm...yes
Me: Okay, we already know about it then
4. What people DON'T call 911 for
Injured deer or dogs in the roadway get about 20 911 calls from everyone with a cell phone. MVA/Pedestrian Struck gets about 1 call. Child appearing to be forced into a vehicle gets 1 call....15 minutes later when the reporting party gets home
5. People who don't understand HOA bylaws aren't enforced by the police.
For example I had one person insisting to me that there were juveniles out in violation of a curfew. I informed them that the jurisdiction doesn't have a curfew, they continued to insist it does, eventually admitting that it was an HOA curfew. They still wanted a police officer to come out
6. People who don't know the law
I could just hear the shock in some of my callers voices when they were informed that the age of consent in the state I dispatch for was 16 not 18, and therefore the sergeant had determined they would not be getting a police officer to their call of catching their 16 year old daughter with her 16 year old boyfriend.
Luckily for us though, where I dispatched for had both online reporting and telephone reporting through the station desk officers. So we didn't have to deal with most of the minor "I was on vacation for two weeks and came home and found my mailbox smashed" calls.

Orange County's policy is that if an EMS agency or fire department misses a call, for the remainder of the twelve hour period (6A-6P) or (6P-6A), the mutual aid agency is toned out at initial dispatch
