    Having worked for STAT Flight and two other air medical programs, I can hopefully offer some useful tidbits to this discussion.
    The helicopter is a resource like any other. It is supposed to provide faster transport and a higher level of care. If either of those will help your patient, then use it. There is VERY good evidence to show that two things are happening right now with helicopters. 1) getting patients to LEVEL ONE trauma centers quickly and efficiently helps them. 2) there is some overuse of aircraft leading to patients being discharged within 24 hours of arrival to the receiving facility.
    The days of mechanism based transport should be done, just like mechanism based treatment. So, think. Will using the a/c benefit your patient? Will it get them there faster? I have done flights 6 miles from the med center. Stupid. It takes longer to fly in that case. I can tell you though, it's really tough for a number of different reasons to show up at a scene and not take the patient.
    There are a number of STAT Flight horror stories from the early years. They made some poor choices in their staffing model and did not adequately train their crews as to the mission in the eyes of the pre hospital providers. Gotta ask your customers what THEY expect. There is a great photo somewhere of Air 1 on the sprain running with a patient in the back all by themselves. Rest of the wreck had cleared. ALL OF IT. and there they were stabilizing the patient as the capt said. Dumb. But, they thought they were doing the right thing. In a way, they were. In a way, they weren't.
    Enough rambling. Peekskill may or may not be a good spot for a/c usage. Waiting for life star from CT with a patient who is lying in the road, prolly not. Load and go, do your best on the way.

    Description: Working Fire in the paint room of a large auto body facility
    1543hrs-Base-5 alerting Vails Gate for the reported working fire at Quality Auto Body, active fire in the paint room.
    - Cornwall PD on scene confirming a working fire.
    1545hrs-VGFD Car-3 on scene establishing command with a working fire in the paint room, in the middle of a large auto body shop.
    E481 arrived and hooked to a hydrant on the property. It's crew led off with an 1 3/4" line through the #4 side and were met by heavy smoke and requested the Truck to open up.
    T482 arrived, put it's bucket to the roof and it's roof team checked for vertical extension which was (-). The interior crew opened up for the engine crew.
    T484 arrived and it's crew assisted in opening up.
    E478's crew arrived and it's crew assisted the initial attack crew.
    After opening up in the paint room, the fire was quickly knocked down.

    This thread is about Stamford Fire-Rescue's new Engine 8, a 2014 KME with a 1500 GPM pump, a 1,000 gallon tank, and 30 gallon foam tank. They operate out of a temporary station next to Stamford EMS Station 4 on Vine Rd near High Ridge Road. It covers the northern part of the city, specifically the High Ridge and Turn Of River sections. They cover urban, suburban, and rural sections of the city In addition, they cover the Merritt Parkway. A large part of their district is unhydranted. The company, Engine 8, was put into service in July of 2008 to cover the Turn Of River Volunteer fire department district. It is always staffed by 1 Officer, One Firefighter/Apparatus Operator, and one Firefighter. When staffing levels allow, a fourth crew member is also added. All members are part of IAFF Local 786.The company nick name is "Ridge Runners - 8 Ball Express"
    Stamford Fire-Rescue's entire district is diverse, as they cover multiple high rises, commercial, industrial, and transit infrastructure, including a major interstate, I-95, the Merritt Parkway, a large Metro-North Commuter Railroad maintenance yard. There are large hospitals, office buildings, and large scale residential developments. They also cover a large suburban section, as well as some very rural area with very large and valuable real estate and huge areas of brush with limited access.
    The career firefighters of Local 786 staff 9 Engine companies, 3 truck companies, 1 heavy rescue company, and 1 shift commander. A Fire Lieutenant also is a coordinator in the city's consolidated 911 communications center. This adds up to a minimum of 52 firefighters a shift. A Hazmat company and Hazmat support vehicles are cross staffed.
    The KME Severe-Service Predator type chassis was specified and chosen for the terrain, roads, and structures it covers.
    I'd really like to thank Captain Matt Palmer, one of my favorite fire captains, for taking the time to give me a complete in depth tour of the new KME. I do want to apologize, as the photos didn't turn out as nice as I wanted them to, but hope everyone still enjoys them and can see all the neat specs.
    For comparison to the new Engine 8, here's the FORMER Engine 8, a 2005 HME.

    What are you talking about!? This isn't an issue of 5 points! This is an issue of denying someone a job without cause. This ALSO isn't about anyone else. This is a guy who had every endorsement from the mayor to the police chief and down to the citizens of the village. The outward appearance here is that he was denied because of petty political infighting. The veteran aspect helps draw positive attention to this issue, positive for the candidate and I'm glad he's using it to his advantage.
    Could there be a valid reason for passing this guy over, legally? Sure could. If there is, then why don't these 4 trustees just come out and say it. From the outside looking in, the silence is awful telling.
    Lastly, on a personal note....your comments thus far are quite telling of your character. Degradation of the commitments of those who serve in the military is disgusting. Self gratification? I work with guys who have multiple purple hearts....and the scars to prove it. Come on over and tell them about their self importance and see how long you stay standing on your two feet. Standing in the line of fire, taking bullets and shrapnel and living with the fear of death everyday seems like an awful lot to do for 5 measly points on some civil service test. Although....in your eyes, they don't deserve special recognition. Well, keep enjoying football Sunday and holiday's with your family....don't worry, no one had to sacrifice for you to have those comforts.
    Veterans working on Wall Street....guess what? You put military service on an application for ANY job and you get a leg up....deservedly so.
    Love how you threw a jab at Volly's in there too. That is a SYSTEM with some problems, but filled with a majority a well intention'd people.

    First, I work on the greatest job on earth, I'm blessed more than I could possibly imagine, my career is not the issue but thanks for talking out of your behind again. I will reiterate, yes he is more important than them, because while they, and you, and I, were home here enjoying freedom, he was overseas fighting for it. I worked my balls off to get my job, but I never begrudged a single person who went before me because they sacrificed their time and safety to fight for mine, and as I go forward I will applaud those who jump over me on promotion lists because of their veterans points. They DESERVE it, in fact they deserve more than this country currently gives them. The veterans points is a mere drop in a bucket for what they actually deserve. I'm over myself, I appreciate the value of others service above myself, whereas apparently you lack the ability to understand that you might not be the most deserving of something, guess you got jumped by a few vets at some point. Maybe you should have studied harder, been smarter, or served in the military and you wouldn't be so bitter.

    Aside from the BS small town politics:What makes him different is that, HE SERVED HIS COUNTRY IN THE MILITARY, SO YES HE IS MORE SPECIAL. It's sad that people like you, with ideas like this who want to enjoy all the freedoms we are afforded, and the status this country has in the world, but don't want to appreciate the men and women who ensure that freedom. The veterans credit isn't awarded arbitrarily, it's points that are deserved and rightly so. Get over yourself and start appreciating the sacrifices some have made so you can live the beautiful, easy, free from fear life that we all enjoy because of their efforts.

    First, let me say, I am not commenting on this specific case, rather in generalities which have a connection to this case.
    Medical Examiner determinations are very different from legal/police definitions.
    Medical Examiners generally have five classifications (there is a sixth in New York City).
    Natural
    Suicide
    Homicide
    Accident
    Undetermined (Rarely used when none of four above can truly be determined, despite all best efforts)
    (NYC Only: Complication of Therapeutic or Diagnostic Procedures)
    Homicide from a Medical Examiners perspective means ‘‘occurs when death results from...’’ an injury or poisoning or
    from ‘‘...a volitional act committed by another person to cause fear, harm, or death. Intent to cause death is a common element but is not required for classification as homicide.’’ It merely means the death was caused by another person. Not all deaths caused by another person meet the legal/penal law definition of homicide. Here is the perfect example. A guy breaks into your house and you shoot him dead. The Medical Examiner classification for that is homicide, as it was caused by another person (you). However, from a legal perspective, you had the law on you side and you committed no legal violation whatsoever. The two areas are often conflated, but they are essentially only tangentially related. Another interesting exception exists with DWI fatalities. But that's another story.

    No. Eastchester covers 1 town. the town is 350+ years old.
    The Eastchester FD was founded in 1897 (I think that's the year, if anyone has a better date, please post)
    The village of Bronxville was incorporated in 1898 so they had additional say in local issues.
    The village of Tuckahoe was incorporated in 1902 so they had additional say in local issues.
    Since the Eastchester FD was covering the whole town of Eastchester before the two villages existed its not a regional dept, just a town one.

    The NYPD shot and killed someone, just because that person shot at them? Man, I hope there's a video out there that catches the last 1/4 of the interaction so Al Sharpton has something to latch onto for his next news conference. Surely the NYPD officer could have danced between the bullets, approached the perp and de-escalated (new progressive buzz-word) the situation.....you know....without excessive force.
    Seriously though, thank god the officer and Marshall's are alive and I wish them a speedy recovery. Few agencies need support right now like the NYPD.

    Yes, now I know what you are talking about.
    This is a NYS grant that has nothing to do with the federal grants you posted the link to.
    It is also not a "tax payer" funded grant. All of the money in this grant was donated by taxpayers who agreed to a smaller tax refund in order to fund this.
    You also indicated that the award was for $390,000. That was the amount of all of the funds (that were donated to NYS) and given to 21 different organizations. The highest award was $25,000. Three FD's in Dutchess received, $13,000, $13,330 and $20,500 and a VAC in Putnam received $17,700 which is not a lot of $$$ to do recruitment & retention.
    It all depends on what the dept wrote in their application. If they wrote "stipend for fire training" and did not include "EMT training" then they are following the rules.
    paying for a consultant or a coordinator sounds find, if it was in their application and advertising sounds like a way to recruit members, was probably in the application.
    We are talking very little money that was NOT taxpayer funded. And NYS does very detailed audits of all its grant programs. The FD has to pay up front and get reimburse and if the dept. was spending a cent on anything not specifically covered in the grant, they will not be reimbursed.
    Now the real issue is does any of this $$$ actually work to R & R. in the past most programs were a failure and a waste of funds. But in this case since it was not tax dollars wasted, I am not concerned with it.

    I saw another video on the news this morning about some crazy carjacker in Colorado being taken down on the highway by a cop who used the same technique to bring the guy down - arm around the neck. There are not a lot of other/better options to take down a guy especially one who's 6'5 and 300+ pounds without using significant force (like taking out a knee or two). Martial artists learn that where the head goes the body follows so here we are.......

I'd put my hands behind my back but I'm to big to handcuffed in the rear unless you have two sets of cuffs handy" Pick a scenario. Tasers? Not an option on Staten Island. Shoot the perp? Not a good idea. Maybe wait for K9, but thats inhumane. What's the answer? No matter what you do, you lose. Yes let's put cameras on all our officers, that will solve everything. How about holding each and every citizen responsible for their actions to in include showing their ass on a public sidewalk, street etc. LEOs aren'tperfect and there's some bad apples out there but the morales of society suck and it's out of control.

    Description: Vehicle pursuit w/roll-over MVA
    0345hrs (approx)-City of Newburgh conducting a traffic stop. While the officer was interviewing the occupants, the driver drove off. NPD units pursued the vehicle toward the Town of New Windsor.
    Base-1 (NPD) advising Base-5 (NWPD) of the pursuit and advising that they are approaching the town line.
    Base-5 units then joined in the pursuit with NYSP units aiding as well.
    NWPD units advising that the suspect vehicle is traveling at 70+ MPH west on Blooming Grove Tpke (Route 94).
    0355hrs (approx)-NWPD units advising that the vehicle has been involved in a roll-over 10-50 (MVA) at 94 and Forge Hill, requesting FD and EMS.
    0358hrs-Base-5 alerting Vails Gate for the roll-over MVA w/entrapment.
    - Cars 1, 2, & 3 responding. Base-5 alerting VGFD units that the MVA is secondary to a pursuit and there is a large police presence in the area, use caution.
    FD arrived to find that PD was able to remove the driver, who was placed in custody and examined by NWEMS.
    The vehicle had rolled over, coming to rest on the driver side with the passenger unable to get out.
    VGFD units placed the hydraulic tools into service and planned to cut the A, B and C posts and fold the roof.
    However, members were able to access the passenger through the rear hatch and subsequently removed him to the care of EMS and PD custody.
    FD units then picked up and returned to service.
    PD closed the road and remained on scene until approximately 0930hrs conducting the accident reconstruction.

    Four incidents, four guns taken off the streets of Newburgh
    NEWBURGH Four unrelated incidents in the City of Newburgh, included one attempted murder, have resulted in police removing four guns from the streets.
    On Monday, July 21 at 1 p.m., police responded to a report of a shooting at the intersection of William and South William streets. The victim was transported to the hospital by private vehicle for treatment of four gunshot wounds.
    Police quickly obtained a description of the suspect, recovered a 32 caliber handgun believed to have been used incident and arrested a City of Newburgh resident. Tyahnjaii Legette, 19, currently under parole supervision for an attempted robbery conviction, was charged with attempted murder, assault and criminal possession of a weapon.
    ***At 3:37 a.m. on Monday, Newburgh Police observed a car that failed to stop at a red light at Dubois Street and Broadway. The officer stopped the vehicle, which was occupied by two people. The driver could not produce ID and appeared to be intoxicated. At that point, the driver put the car in gear and took off but wound up crashing into a rock wall in the area of Forge hill Road and Route 94 in New Windsor.
    The driver and passenger were treated for minor injuries.
    A 9 mm semi-automatic handgun was recovered after he was tossed out of the car window.
    The driver, Pedro Rainey, 41, of Newburgh, currently on parole supervision for a drug possession charge, was charged with felony weapon possession, felony DWI, several misdemeanors including for false personation and several traffic infractions.
    The passenger, a 37-year-old Kingston man, was not charged in the incident.***
    On Tuesday, July 22 at 2:17 a.m., Newburgh Police responded to a dispute inside a residence in the 700 Block of Broadway and found two people who were related to one another but not living together arguing. One of them left the residence and retrieved a handgun from a car and began pointing it in the direction of residents. The vehicle then fled the scene and no shots were fired.
    Officers were able to stop the car and arrest Jeffrey Morales, 30, of Newburgh. Officers located a loaded 380 semi-automatic handgun on the sidewalk in the area of 603 Broadway. The investigation linked the gun to Morales, who was charged with felony criminal possession of a weapon and aggravated unlicensed operation of a motor vehicle.
    At 11:53 a.m. on Monday, July 21, police received a call from a female motorist of a road rage incident. She told police a car was driving aggressively weaving in and out of traffic on South William Street.
    The car began to tailgate the woman so she pulled over to get the license plate number at which time the driver pointed a gun at her and drove away.
    Police later found the car parked in a business parking lot at 175 South Robinson Avenue.
    The driver, Christopher Peloso, 27, was charged with misdemeanor menacing and weapons possession. It was determined he had a valid pistol permit. Detectives obtained a search warrant and found a loaded 25 caliber semi-automatic and gun and marijuana in the car. The handgun is registered on Pelosos permit.

    Is this needed. If you want to really drop to that level some volunteer firefighters should have the title "parade walker" since that's what they ultimately do.
    Career firefighters in combo depts. have the same training as the all career depts. and when they arrive on scene with no help, they get to do it all.

I understand that some parts of YHFD do not have hydrant protection, if the area south of the Croton (the area the Board wants to build) has no hydrants, then they could build 50 fire stations and staff them with 100 firefighters each and they will not improve their ISO rating better than a 9 unless they demonstrate to ISO that they can move water. Since no dept. in the Hudson valley has proven this, its unlikely that adding a house will change it.
    b. If the area has a rated hydrant system, then a new fire station, if operational (meaning the rig responds to a majority of calls in its area as a 1st due unit) can drop the rating rater substantially. But a signed automatic aid agreement for a single engine from Millwood (with the balance of response from YHFD) would give the exact same ISO improvement at no cost to the taxpayers.
    c. Any insurance improvements from a new station would only benefit the area south of the Croton R. So every property owner in the district gets to pay for it, while only a small portion benefit financially (maybe).
    2) Since the majority of depts. (career or volunteer) have not gained staffing (locally, regionally, state or nationally) this is a rather unlikely gamble. What happens if as the fire chief said he expects no responders from this area? Or what if this new station which is now priced as bare bones as it can be, attracts members away from Millwood?
    3) When the Chief of the Department says: "I will put a rig there if the Board Orders me too, but no one will be responding from this house" who are we supporting? If they build this and no one comes, then the next time any dept wants to and needs to how will that affect the attitude of all of the voters?
    4) I agree, But 1st look at the response times and staffing numbers. If the dept is doing a good job, then its not worth hiring. If they are having trouble turning out, then the cost is worth it, when your house is on fire or your pinned in your car. And since you pointed it out, the single biggest score changer under ISO is staffing and even with this years massive rewriting of the insurance rating schedule, the NYS insurance commission agreed that manned stations need 1/3 of the number of firefighters per response as those that are responding from home or work. ISO wants a minimum of 36 volunteers and an IC on every reported fire in the initial response. But a manned station/dept only needs 12 and an IC to get the same score.
    5) While staffing costs may never go down, I have never heard of an building, including fire stations having no costs. Their is maintenance, fuel, insurance and since this is an additional station, often requires additional apparatus.
    6) Wrong career vs. volunteer staffing is based on availability of volunteer responders. If you have only a few calls, but no volunteers show up, then you can get away with it for a long time before something goes bad. If you have a lot of calls and a lot of volunteers show up, then you also do not need career.
    I have no idea if YHFD has high or low volume or if it has adequate staffing. I also do not believe they need to build a station and staff it with career personnel. Most communities in Westchester that have volunteers and have response problems (some of the time or all of the time) need to consider consolidation with the adjacent depts., long before they consider hiring.
