Use an all purpose cleaner like simple green, some water and a brush, spray, agitate and rinse. Then apply a protectant, Meguiars offers some of the best; available OTC at any auto parts store. Pressure washers work well too, but not as well as an apc.
That is the easiest way, you can get much more complicated (and spend a bunch of money on products).
Check out autogeek.net's forums for much much more information.

I actually enforce this law because it pisses me off when headlights aren't on! Many people break the law in bad weather because they think LEO's don't like getting wet. What's a little water when you get to see the look's on the driver's face!

From the Village of Mamaroneck Board of Trustees Meeting 10/12/10 this will be a 100' LowProfile Tower Ladder. The bid was accepted at this meeting for NorthEast Fire Equipment to furnish this apparatus.
Also, according to the latest Westchester County Apparatus Plate Assignment list, the Village of Mamaroneck has Tower Ladder 20 reserved.

Wow. That's a lot of money and apparatus.
What about what the FD's are doing to taxpayers? Isn't it appropriate to focus on that?
Good question. Is there an answer to this? What FD's aren't paying enough and which ones are paying too much? I bet there is no answer and I bet none of these departments can demonstrate how efficient the current system is.
Is there any study to show that response times would be slowed by consolidation or regionalization? Of course they think it would be a bad idea, it's their sandbox being threatened with reorganization.

Here's something I found online. I don't know if it's real or if FDNY has begun delivery yet.

That photo is from the dealer. Delivery is set to begin sometime in April with 3 a week until the order is complete. A week or two after delivery they should start hitting the road.
