    CARMEL – Putnam County EMS Coordinator Casey Quake has resigned from his position as of Friday, January 21.  Quake has been the subject of criticism from several fire departments and EMS personnel for his involvement in changing the county’s EMS ambulance service early this year.

     

    Mid-Hudson News submitted a FOIL request to Putnam County EMS and County Executive MaryEllen O’Dell in December regarding the change in EMS service and the background of Quake.  Putnam officials, in violation of state law, have failed to respond to the legal request.

    WHITE PLAINS — The White Plains Fire Department's trash is an animal's treasure.

    The city's bravest donated 6,700 feet, or 1.2 miles, of worn out fire hoses to the Maryland-based nonprofit Hose2Habitat, which will use them to create play things, like balls and swings, and habitat enhancements for animals in zoos, sanctuaries and wildlife rehabilitation centers all over the country.

    DUANESBURG -- A man has died after a crash involving a Mohawk Ambulance on Route 20 in Duanesburg NY.

    Schenectady County Sheriff Dominic Dagostino said a 64-year-old man died after the rig crashed into a tree at about 5:30 p.m. Wednesday as it was bringing a patient home.

    Volunteer fire departments are seeking authority from the state to charge for EMS services, something they say other ambulance providers, including volunteer ambulance corps, already can do.

     

    "It's becoming more and more difficult because of the training requirements, especially in many of the rural areas," state Association of Fire Chiefs Executive Director Jerry DeLuca said. "They just can't provide the service. If we're not able to bill, we're not going to be able to pay people to provide the service. And that's what's happening, they need to hire staff."

    After many years of neglect, Fire Station 1 on New School Street was condemned and closed on June 5, 2015. For the past 20 months the residents of Southwest Yonkers have not had their neighborhood firehouse across from Chicken Island. The Fire Department's only Rescue Company that was housed in Station 1 is now almost 3 miles away.

     

    A Rescue Company is a specialized fire apparatus staffed by highly trained and experienced firefighters that respond to fires and other potential rescue incidents that require unique equipment and training. The main purpose of the Rescue Company is to rescue trapped or injured civilians and firefighters.

     

    Although the Southwest section of the City has historically had the highest number of incidents of fires and the most deadly fires, the Rescue Company has been relocated to the other side of the City. "Plans" to rebuild the firehouse near Chicken Island are progressing at a snail's pace. To date, not even "plans or designs" have been finalized for a replacement firehouse.

     

    The residents of Southwest Yonkers have been invited to attend the first in a series of community forums Tuesday night at the YWCA on South Broadway in Yonkers to learn more about this critical deficiency in fire and life protection in their neighborhoods. This series of community forums is being organized and hosted by IAFF Local 628 and UFOA, the organizations that represent almost 450 Yonkers Firefighters and Fire Officers.
    Elected officials and the Media will be invited to attend this and future community forums to join the discussion and hopefully propose solutions to this crisis.

    Some of the loudest noises in New York City are sirens, which are frequent and are heard through the night. The sirens only operate at ear-splitting volume which are still loud from 5 blocks away, regardless of the hour or ambient noise.

     

    Police, Fire and Ambulances all have very loud sirens, but Police and Fire trucks tend to use the siren just to get through dangerous intersections.

     

    Ambulances usually leave the siren on at full volume for the duration of their trip, so they make up most of the siren noise in the city. Research suggests that the benefit of the Ambulance siren to the patient is very small to negligible (http://www.emsworld.com/article/10325079/ems-myth-4-lights-and-sirens-save-a-significant-amount-of-travel-time-and-lives).

     

    Ambulances should have the option of a lower volume siren, which could be used at any time. For sirens used between midnight and 6 am, when ambient noise is lower, drivers should be required to choose the lower volume setting.

     

    This is a low cost, effective way to improve the lives of all New Yorkers.

    OAKLAND, Calif. — Anguished family members awaited news of the fate of dozens of people still unaccounted for on Saturday after a fire gutted a makeshift nightclub in Oakland, leaving at least nine people dead.

     

    In one of the deadliest structure fires in the United States in the past decade, partygoers at the two-story converted warehouse were asphyxiated on Friday night by thick black fumes, which poured from the building’s windows for several hours. Survivors stood across the street in a Wendy’s parking lot, watching firefighters try to put out the blaze and rescue those inside.

     

    Oakland officials said the building, a rambling warehouse they described as “a labyrinth of artist studios,” had been under investigation for several months. They said escape from the building, which had only two exits, might have been complicated because the first and second floors were linked by an ad hoc staircase made of wooden pallets.

     

    By Saturday afternoon, a list of those missing, compiled by friends and family, had grown to about 35 people. Officials said that the nine bodies recovered were in areas accessible to rescue crews, and that they had not been able to search the rest of the smoldering, unsafe building for at least two dozen people still missing and feared to be dead inside

  12. Drama in Harrison EMS is nothing new. From 1997:

    Last winter, some residents were perturbed by what appeared to be the abrupt dismissal of the ambulance corps Empress, which had served United Hospital in Port Chester. A replacement was provided under contract with Our Lady of Mercy Medical Center in the Bronx. Mr. Marraccini is a board member at Our Lady of Mercy Medical Center.

    Patrick Vetere, the only Democrat on the Harrison Town Council, serves as the Council's liaison to the town's Ambulance Board, which is a nonvoting position that he has held for the last four years. For the last year, however, Mr. Vetere said that he has not been notified of any Ambulance Board meetings. ''I used to get agendas and notices about meetings, and now I don't get them,'' he said. ''I'm not invited.'' Philip Marraccini does not have a vote on the Ambulance Board.

     

    Mr. Marraccini said the switch in ambulance service was driven by his sense of fiscal obligation to the town.

    ''I'd been talking to St. Agnes and United Hospital for a few years, and neither hospital had an interest,'' he said. ''Our Lady of Mercy came in and said that for no charge they would provide whatever training and inoculations our personnel needed. Everything functions the same for the patient.

     

    ''The only thing that changes is who drives the ambulance. Anytime we can save $111,000 we will. It was the best deal for the taxpayers. I don't know who can argue with this.''

     

    Raymond Marinaccio, vice president of operations at St. Agnes Hospital in White Plains, explained how Our Lady of Mercy would benefit from its presence in Harrison. ''This gives us visibility and presence in the town of Harrison,'' he said. ''It's a way of marketing ourselves to gain an added share for St. Agnes Hospital from the emergency room and other activities.'' Although St. Agnes received some emergency admissions when Empress had the contract, a larger portion went to United Hospital in Port Chester and White Plains Hospital.

    Dr. Robert Leviton, chairman of emergency medicine at United Hospital in Port Chester, said the town's abrupt action was unexpected. ''I said I wanted to come to the Ambulance Board to make a presentation, but they went ahead without my coming down,'' he said. ''They voted to give the contract to Our Lady of Mercy. Our Lady of Mercy doesn't have an operating certificate to run an ambulance in Westchester. I'm uncomfortable with a hospital from the Bronx coming in. We're not in politics. We're in the business of taking care of sick people.''

     

    Our Lady of Mercy Medical Center and St. Agnes Hospital are both part of Our Lady of Mercy Health Care Systems. ''It's true that Our Lady of Mercy Medical Center does not have a license to run ambulances in Westchester,'' Mr. Marinaccio said. But he cited the hospital's decadelong affiliation with the emergency 911 system in New York City. ''We're fully in compliance with state regulations,'' he said. ''We're acting as the administering agent for the town of Harrison. We subcontract with an ambulance company, Abbey Richmond, that does have certification in Westchester.''

    Yonkers office space spat pits firefighter union versus city

    The city's attempt to move the firefighter union's offices has union officials crying foul.

    City officials informed International Association of Fire Fighters Local 628 on Feb. 1 that they needed to move out of their second-floor offices at 470 Nepperhan Ave. by Monday to make room for the Yonkers Chamber of Commerce. The city wants the union to relocate to the third floor of the mostly empty building.
