    The CSP system you linked to is a Motorola Type II, which is the same as the current Westchester system. The new CSERN system is P25, however it's Phase I not Phase II.
    Rockland's new 700 MHz system is P25 Phase II, which is what Westchester (and Orange) are looking to implement.

    I have been in contact with a gentlemen from bumbleance who informed me there will be one in NYC within the next few months! They are trying to make a push into the US and are starting with New York. I will provide more information as it becomes available.

    Not really. Is it functional? Yes it is and it works relatively well on the day to day but during a prolonged operation or an incident with multiple jurisdictions operating it does not. Technology wise the trunked system in Westchester was already old technology by the time it was fully implemented. Radio systems take years to build as well as much research and development. The radio system may seem "fine" but it is growing old and to implement a new system will take years. Within the technology world, specifically radio systems, you need to keep updating systems before they do become antiquated and don't work.
    Besides its functionality Westchester Dept's are doing more and more runs and are covering each other on the county's radio systems. This upgrade will allow more talk around on more channels. I think this is a needed upgrade and I am happy to see it in the budget. Hopefully they look into funding more for DES in the future. They need it!

    The county is looking to build out a 700 MHz P25 Phase II system (same type of system as Rockland).
    It will replace the current Motorola trunked system, and will have transmitters at the same 9 sites that the current trunked system occupies. Unlike the current trunked systems, there will not be "North" and "South" zones, instead it will be a simulcast system that will cover the entire county.
    The system will be comprised of 12 frequencies, however because this system is Phase II and uses TDMA technology, each voice frequency gets divided into 2 time slots which allows for double the amount of voice channel capacity. The control channel occupies a full single frequency on its own, which leaves 11 frequencies available for voice transmission. TDMA technology means there will be 22 voice channels available. Contrast that with the current system, which has 12 frequencies. Because there is a North and South zone, there are 2 frequencies dedicated for each zone's control channel. That leaves just 10 frequencies for voice traffic, 5 on each zone. The new system will double that capacity + 2 additional voice channels.
    For comparison, Rockland's system is a 10 site, 10 frequency simulcast (18 voice channels).

    Interesting concept, but a very purpose build vehicles. It really steps things up from stuffed animals that most rigs have in their peds bag.
    I wonder if they can install a Federal Rumbler altered to sound like a swarm of bees!
    I drove a rig for a children's hospital for years. I spend hours sitting around at the transferring hospitals while the staff was stabilizing the patient for transport. I would have put the TV and video games to use!

A private company has built an ambulance designed to distract children from their injuries or medical condition and provide a calming effect while en-route to the hospital. Based off customer portrayals it seems to be more of an ambulette service then a priority EMS unit. It helps transport those from far out counties into the medical establishments of Dublin for long term treatments for diseases and conditions.
    An interesting concept and a great way to assist families with special needs.

    I've never heard of that in my 30 years in emergency services. I have heard of cops being assaulted or killed responding to domestics without adequate back-up. Most of the time the desk officer just calls an officer in off the road for a walk-in complaint anyway.
    Officers on the desk never started CPR, caught a bad-guy, or did anything other than answering the phone.
    If Westchester created a state of the art 911 center for police, fire and EMS, and everyone used it you could probably put 20-30 more cops a shift on the road. There are some really antiquated or archaic procedures out there.
    The State Police closed the barracks in Somers and Cortlandt when they opened the TMC didn't they? There are call boxes there. Anyone know if that created any issues?

    This is an interesting discussion. It's interesting to see how many fans of PD consolidation there are here but everytime the subject of FD consolidation comes up it's a horrible idea. Hmmmm...
    Stores are private enterprises and have no comparison in this discussion. We don't pay for stores unless we choose to shop there. We do pay for every government service. That the Village of Tuckahoe chose to put its midnight desk cop on the road and have the County PD dispatch them only relates to dispatching. Your points about beat cops and CT is moot since this plan will put another Tuckahoe cop on the street.
    The resident "with clout" will still get a local cop and if it saves 200K a year, that may be substantial in a village the size of Tuckahoe.

    It cost clean waters either way.
    Westchester does not do it for "free", the county tax payers are paying for it.
    Federal Law "Sara Title III" allows for billing at any hazardous release and requires the spiller to pay all associated costs.
    Last year FASNY pushed a law through the state that would limit the ability for FD's to recover all cost. Luckily the State Chief convinced Cumo to veto it.

    I had been interning for a County Fire Office in Western NY and their Hazmat team can bill for Hazmat material used at an incident. They have a similar team and setup as WCDES and they as well do it to free. They do or can however bill parties involved in the spill for the cost of equipment used (ex. Absorbent pads, hand tools, etc.).
    I am not sure of specifics or any standard guidelines for governments to charge other then I know it is possible.

    I think it would be a larger waste of time waiting for Clean Waters to send another team or cleanup unit. If such a small isolated incident as this one I believe it would be smarter to isolate and mitigate as the Hazmat did in this scenario. SInce the Hazmat quickly isolated the issue now all units can be released and the Park and Ride can be reopened. Its not even a waste since Clean Waters can be billed for the equipment used at a Hazmat scene which was caused by their own company.
    I would agree to have them respond if a larger incident took place where you would need be deploying larger resources. They would be an asset to have on scene and would provide better knowledge of their chemical storage. But to have them respond to a BS leak like this one in BH seems silly. You will only keep responders on scene longer, area shutdown longer then need be, and waisting time as a result.

    This is a pump that allows higher pressure discharges for high rise buildings. There are three impellers in the pump to boost the pressure 3 times allowing operators to overcome the elevation loss when crews are operating on upper floors of buildings that do not have fire pumps (or working fire pumps) on the standpipe system. This requires special high pressure hose to hook from the pumper into the FDC on the building but by the time the water gets to the fire floor you can use standard pressure hose since crews will experience normal pressures due to the elevation pressure loss. Without the ability to pump the proper pressure the crews will not have adequate pressure or flow to fight the fire. Think of how many buildings in Manhattan that are over 30 stories tall...
    Most pumpers in the nation have either single or two stage pumps.

    It was a tough old 3 story building and one FAST was "activated" when a pass alarm malfunctioned on the third floor area (would not shut off until batteries were removed) thankfully the FF was okay..the truck work was unbelievable due to the masonry construction inside and outside of the building...fire was in the walls and ceilings on all three floors and up to 5 layers of plaster, old tough wire lath, masonite sheets and plywood over plaster on walls "renovated" over time..ate saw blades/chains...many doors were difficult to open with irons with heavy inside smoke banked down to lower levels but no visible fire until roof was vented ..making a lot of truckie work...and some reported smelling smoke for hours prior to dispatch...tough job...but good job by all on scene... so multiple FAST teams are "angels on our shoulders" with so much going on..good call if you ask me...
