    Their is a science to fleet management and many departments have no idea about this.
    What is the best time to replace a rig? Much depends on its condition, wear and tear etc. A small department that runs 300 calls a year vs. a busy one doing 10,000. etc.
    But their are a number of factors to consider:
    1) NFPA standards list 25 years max life, but only if the vehicle has a safety upgrade at 15 years. How many safety updates has the industry seen in the last 25 years? seatbelts, antilock breaks, automatic traction control, tilt testing, etc.? What is the liability on keeping rigs longer than this?
    2) Resale value. At 10 years and 1 day the resale value of apparatus dramatically drops. Their are some large depts. that have a very progressive program to remove all rigs from primary service at 8 years and place them into the spare fleet. They are sold before their 10th year. The maintenance costs avoided, plus the resale value mean these departments actually spend less (over a 30-40 comparison) than those depts. that keep the rig until its only value is for scrap metal.
    3) Maintenance Costs. Most apparatus components are covered under warranties, almost all run out by 8-10 years. The cost of maintaining older apparatus is dramatic compared to new (particularly when many costs are covered by warranties). Experience shows that in a fleet of 20 vehicles, the 2 oldest may take up to 80% of the maintenance budget. And it is not uncommon for depts. to spend 5-10%/yr. of the cost of a replacement on older apparatus. This does not take into account the down time which is hard to measure financially. As many major manufacturers have gone out of business these costs and time goes up.
    4) Budget Cycle - Most depts. never set a long term replacement cycle. This creates major financial stress and causes delays in purchasing which will increase costs (particularly interest costs for bonding). If you have 100 apparatus in your fleet and you determine that the average life you want is 10 years, then every year you need to buy 10 new rigs. If you have 4 rigs and you want 20 years than every 5 years you need to buy a rig. This pattern must continue forever. If the rig ages get to close together, your costs get piled on in a very short period. If you have a steady pattern it is easier to budget and maybe even save for.
    Replacement cost (average):
    2 engines $500,000 each
    1 ladder $1,000,000
    1 Rescue $250,000
    Your average is $562,500. If you buy one new rig each year you need to budget $112,500 every year (plus inflation) and you will maintain your fleet at no rig over 20. and a new rig every 5 years.

    Leeds,NY(Greene County) has a 2016 KME Predator Panther Engine Tanker 2000/1250/30F on order and in production. Will be delivered in July 2016.

    3 of the 6 of the village board are removed from office on Friday  after it was found out that they did not sign there oath of office after there election on March 15 . They had 30 days to do so . Gee I wonder how they found out ?

     Excellent point. Apparently those THREE Chiefs have not only put the citizens and their property at risk, but with their decision to eliminate those eight career firefighters, they have put their own members at risk as well. I am very glad to see that some of Port Chester's own volunteer firefighters realize that. It doesn't really matter which T-shirt or uniform you wear. Firefighters get hurt and even sometimes die while performing their duties.
     
      Those three chiefs should have NEVER recommended the removal of the "PC8". The chiefs have apparently proven to many the real lack of knowledge within the fire service they have. As well as the total lack of concern they have for those who must depend on them. For any fire chief to recommend the elimination of any firefighters under their command goes AGAINST everything taught or learned from past experience.
     
     The best thing those chiefs can do is to make amends and admit their foolish mistake by bringing back those eight career firefighters. The first step is to bring back those eight firefighters. The next thing for those chiefs is to readily admit how wrong they were. Fire Chiefs are human too. They make mistakes as well. But it is much easier to admit a mistake like this now, Rather than NOT admit a mistake today and attend a funeral later because they wouldn't.

    Today PC gets toned out for a automatic alarm in a commercial establishment. I heard only 1 engine sign on it was 62.  Maybe I am wrong but I only heard one. thought PC had 300 volunteers?  1 engine with maybe 2 or 3 guys. If you have 300 volleys that truck/ engine should be out the door on the drop of a dime.   Oh all 300 were working or at their homes up north.   Hmmmm

    The tax payers will not see a penny of savings.  This was not a cost cutting measure but a way to fund additional positions and raises without going over the tax cap and doing so at the cost of the 8 firefighters and their families.

    The life or property you save may be your own.  I have needed the services of my own member departments several times.  I would hate to call and have no one answer.  How about you?  If you want to effect change, the fire department membership, directly and by extension through family and friends, can be a powerful voting block.  Used effectively it can bring about changes both in policy and politicians.
