    First, it most certainly is a dig at individuals who participate in ART's. If you're going to put it out there, stand by what you've said, or be human about it and apologise.
    Second, know what you are talking about. //www.empiresart.com/ These are RESPONSE teams, not rescue or field teams. The intent is to plan in advance of disasters so that facilities that may be appropriate for sheltering can be identified and the logistics worked out prior to the emergency. The intent specifically is so that rescue of pets or their people can be avoided.
    Your assumption that EMS and ARTs are mutually exclusive or even related is not substantiated. Neither is your assertion correct about government priorities.
    Third, if you have chest pain and my cats are about drown...... take aspirin and call me back in the morning.

    Normative Jewish law dictates that In a life or death situation almost all rules are off. Many people get very caught up on not touching and forget about that energencies override that. In the end of the day you just have to be respectful and understanding just like on any other call. Explain what you are doing and why and most of the time there won't be a problem. Having worked in tel aviv in some of the most religious neighborhoods in Israel I have never been given a problem about touching women. It is important to keep them covered (don't carry them out with their bodies exposed) bc it'll make them uncomfortable and be cognizant of the fact that while with most of your patients a soft touch on the arm is comforting for some this may be very uncomfortable.
    If you respect them they'll respect you and you'll find they are not as different from you as you may imagine.

    Not sure where you're going with this, but I'm an advocate for junior EMS programs.
    I got my start in EMS at 16 and developed a passion for it. At 16 I got the opportunity to learn and see a lot. If I waited until 18 to get involved, I would not have had the same amount of time to put into it.
    I agree that digression should be used in letting junior members respond to certain calls (those involving peers, EDPs, etc) but I think these programs are important to developing the future of EMS.

    Can't speak to the fire operations but NJ EMD has exercised our mutual aid pact with FDNY several times in the last ten years. In a nut shell FDNY will put a request into NYC OEM for resources and the OEM watch desk will reach out to the Regional EMS Communications Center in Newark to activate the NJ Plan. NJ assets can and would usually report to a NJ staging area and a final check at the crossings before going into NYC. Typically arranged in strike team or task force (NIMS concepts) and either escorted by a NJ EMS Supervisor or meet on the City side by FDNY Lt and brought to a NYC staging area. The desire is to place one FDNY member on board the NJ ambulance. No chase cars are used, all paramedics are teamed up with a BLS ambulance. Of course if there is a ALS ambulance they remain the same. NJ has responded to NYC on 2/93, 09/11, 2003 power failure and last year's blizzard. Operational period are 12 hours. Last year NJ was in NYC for 48 hours. No more than 3 EMTs with photo ID are allowed per ambulance. no specialty vehicles. If specialty vehicles are needed FDNY knows what we have and we know what they have. We meet we FDNY every quarter. I would have to think there is equivalent planning with Westchester and Nassau Counties
    On a side note……On 9/11 we deconn'ed over 25,000 people coming over via boat and landing in Hoboken. Of course we didn't have 25,000 sets of re-dress and rather than having 25,000 people running around naked they we deconn'ed with the clothes on. I think one two people objects and once the two nice 6ft7 NJ State Troopers talked to them they elected to get de'conned as well. Extra attention was paid to those who were injured or dust covered.
    It's is rather easy to shut down the transit system at a moment's notice. Trains stop at the first station, buses pull off to the side. The is already a plan in place.

    Most people's first reaction is to get out of harms way, and then head to the safety of home. Via train, car, bus, taxi etc, these are the people will be seeing in Westchester/Putnam/Rockland etc. We have all seen how long it is to get Metro North, Amtrak, NYCTA Subways to shut down service on one track when a person is struck by a train. Call and ask to shut down the entire system, it will take a while. Just remember the #2 Subway stops just blocks Mt Vernon, with nearby Metro North Trains, and Westchester Bee Line buses. The #5 subway to Dyre Ave is just as close to Mt Vernon, but with less connections to mass transit. From midtown Manhattan to Mt Vernon only takes a few minutes if you catch the trains right, Harlem to White Plains in 20 minutes. How many people did you see on 9/11 who ended up walking out of lower Manhattan covered in dust? Thousands. If NYC Emergency Services (FD/EMS/PD) are busy handling the situation, there is not going to be a lot they can do to 'shut down the border' to Westchester. During 9/11 precincts like the 50 Pct (Riverdale) were busy trying to close the Broadway Bridge and cover sensitive targets within their area such as churches, mosques, synagogues, schools, guns stores, and other predetermined area while still answering all the normal calls they get. Car Accidents, sick people, alarms sounding will still be coming in if the 911 call center is not totally overwhelmed at that point. People act like $%^$holes at crimes, car accidents, etc when you tell the road is shut. Try it during a terror attack, I bet any attempt to contain contaminated people to one area will be next to impossible.
    The point is people who have been exposed to whatever(chemical, biological, radiological) during a terrorist incident in NYC will almost definitely make it to our areas. Some symptoms make take just hours to appear, others maybe days. The difficulty breathing call hours after an incident, is it someone with asthma stressed out, or someone exposed to anthrax? Skin burns from a explosion/fire or from radiation? You will not know until you get on scene and start you assessments. Then what?
    A train discharges it passengers in say Bronxville at 11 am on a Tuesday, within a hour of terrorist attack in lower Manhattan due to PD/government calling for mass transit to shut down. On that train may hundreds of people who are contaminated or exposed to an incident. How many people will be able to respond? How long to someone realizes that there maybe a problem? What are the handful of police officers not responding to the NYC Border going to do with a large crowd of scared and panicked commuters now dumped off it a small village? How many of those responders know how to handle decon? Getting scared yet?

    Day 2 – We were dispatched around 8AM along with Garrison FD to Camp Smith. Luckily the fire breaks held and the wind had died down over night so all we had were hot spots to douse and we cleared around 2pm.

    Description Of Incident: Fully involved 2 story vacant residential set back from street with large brush.
    0111 Report of fire coming from 1155 Warburton Ave. PD on Warburton reporting fire is possibly in the aqueduct
    0115 L-72 confirms a structure fire but is on Odell Avenue, not Warburton. Units will have to go over the curb to get to the aqueduct. Engine 309 on scene and calls for the 10-29 (working fire) for the building north of Odell. 1st alarm consists of E-309, 308, 310, 303; L-72, 75; R-1
    0120 Battalion command requesting 2nd alarm. Reports of fire in 2 story vacant with a large brush fire heading up the hill on north broadway. Engine companies are to bring in water from Odell.
    0125 hrs - Battalion 1: requesting 2 additional engines. Yonkers dispatches Engine 304 as Safety Team and Engine 307 as FAST
    0140 Yonkers dispatch receiving multiple reports of brush fires north and south of the aqueduct. Battalion 2 confirms there are and are in the process of stretching lines to get to them.
    0145 Battalion 1: requesting another truck company and add a third alarm for manpower. Engine 23, Ladder 12, Battalion 18 to relocate to Yonkers fire Station 1 per 60 control
    0147 Car 3 cancelling ladder company and waiting for mutual aid to come into the city.
    0157 There's several large brush fires in the area. Car 3 wants units to work on the brush fire once mutual aid gets into the city and after that he wants at least 3 engines and 1 ladder covering the rest of the city.
    0200 Car 7: 2 more engines coming in for mutual aid. 1 engine from Mt. Vernon and 1 from Greenville to standby at Station 12
    0215 Car 3: Fire is darkening down and there's 1 ladder line and hand line still in operation for the structure/brush fires. Yonkers can release Squad 11, Engine 304 and 306.
    0241 Ladder 12, 2303 released and back in the city. Car 3: fire is under control but everyone is still working on the house and brush fires
    0243 Engine 23 back in the city
    0244 Car 3: dispatch 1 additional engine to the scene to go to north broadway and down to odell to the fire scene. They can walk in and don't need tools or masks. Rescue 1 will be released shortly.

    0341 Ladder 73 responding as close to scene as possible via Battalion 1. Negative on tools or masks.
    0345 Battalion 1: 1 injured member from Engine 309 being transported
    0348 Yonkers Engine 313 respond for manpower. Pull up behind Engine 308. No equipment needed.

    Bobby DelVecchio is probably one of the greatest guys I know. When first meeting Bobby as a volunteer at Harrison EMS, it was always impressive with his base of knowledge. You sometimes realize that some people just get it. Even as a young volunteer you knew that this kid just knew what he was doing. Having the privilege to watch Bobby grow over the years just made me realize what a special person he is.
    His career, while shortened, was a varied career affecting many in the emergency services industry. Developing from a volunteer in Harrison EMS, Bobby became an Empress employee and one of the best dispatchers ever. While working at Empress (this chronological might not be perfect) Bobby went on to work at Sea Tow, TCD,volunteer at TMFD, LVAC, and finally work at the TM Highway Dept.
    His caring and ability touched many of us. There remain many police cars, fire chief vehicles and EMS fly –cars that Bobby touched with his dedicated hands. I have the comfort of knowing he personally built 49-11 and 49-12, and never had to doubt the craftsmanship involved. He was the ultimate go to guy. With every industry he became involved with, he automatically became one of the most knowledgeable people in that field.
    Not many of us have had as much radio experience as Bobby. His handles of TAC-1, Medic (whatever), Truck 202, “Central”, A-1, 430, E-51, Sea Tow 2, radio repair, or the many other radio names remained ingrained in our memories.
    The privilege of knowing and working with Bobby will be forever ingrained in me. Even at a municipal job, not always known for the most productive workday, he stood alone. If something needed to be done, Bobby made sure the job was done well.
    The privilege of working with Bobby over the years highlighted many memories and I cannot express the loss and sadness I now feel. However, the knowledge of his contribution to society and many aspects of the emergency services industry bring me great satisfaction of my relationship and experiences with Bobby over the years.
    I cannot begin to express my sympathies to his family and friends. His legacy becomes one of knowledge and experience of working with one of the greatest persons I have ever known. We will always love and miss you Bobby, and never forget the myriad of favors you have done for all of us. I sincerely hope your son Milo has the chance to carry on the many great virtues your display.

    That's correct, WC-DES manages the Westchester County Animal Response Team (WesCART). They are a active volunteer group that "responds to emergencies that require animal rescue, evacuation, veterinary disaster care, and the sheltering of pets during a major disaster. WesCART is active in educating the public concerning disaster preparedness and pets." In English, when a disaster strikes and the need for pet sheltering or care arises, this group is the one to call. Since pets are not allowed into shelters, there really is a huge need for a specialized group like this to provide care for animals during disasters. I know for a fact that my local CERT has WesCART as their POC if a client arrives with pets and they can't find anywhere else to put them. At the Fire Training Center there is a WesCART trailer with their equipment. Check out the Facebook Page to see pictures of them in action. I don't really know much more about them because I am not a member, just a supporter.
